THREE RIVERS PARK DISTRICT APPROVED CATERING AND FOOD TRUCK PROGRAM
CATERING/FOOD TRUCK ADVERISEMENT ON WEBSITE
If you would like to cater an event at a Three Rivers Park District location a $200 one-time application fee must be paid in full following your application approval.
Caterers and Food Trucks have the option to be advertised as an Approved Caterer on our website. There is a $100 annual fee. The fee can be paid in full $200 at the time of application to be approved through our current catering term ending on December 31st, 2025 or $100 annually ($100-2024 and $100-2025). Caterers/food trucks can join at any time and the fee will be prorated accordingly (annually $100). This fee must be paid in full in order to remain on our advertised list.
If you choose not to be listed on the Approved catering/food truck list on our website please check the box on the next page. The list is a resource for guests inquiring about catering an event in our parks. The listing includes business and contact information for each participating caterer/food truck.
CATERING/ FOOD TRUCK FEE
A 13% catering fee of the gross receipts, excluding sales and liquor taxes, will be assessed for each event catered at the Elm Creek Chalet, Gale Woods Pavilion, Hyland Hills Chalet and Silverwood Great Hall. All other Park district locations will no longer be included in the 13% catering fee for the 2023-2025 term. The gross receipt is based on the pre-tax total for all food, alcoholic beverages, non-alcoholic beverages and any type of additional services or rental items provided at the event. *This fee does not apply to events hosted directly by Three Rivers Park District.* In the case of food/service being donated or gifted a separate fee will be accessed. Please contact catering@threeriversparks.org prior to the event to discuss.
CATERING INVOICES
Each caterer/food truck is required to provide the Three Rivers a copy of the event's final invoice(s) for events catered at the Elm Creek Chalet, Gale Woods Pavilion, Hyland Hills Chalet and Silverwood Great Hall. Final invoices along with monthly catering reports provided by Three Rivers Park District, are due by the 15th of each month. For example, invoices and monthly fee report for January events are due by February 15th to: catering@ThreeRiversParks.org. Payment will then be due by the 15th of the following month.

Approved Catering and Food Truck Program Agreement Terms
REQUIRED LICENSES AND INSURANCE **New for 2023**
The caterer or food truck must provide Three Rivers with the following:
- Minnesota Department of Health (MDH) and/or Hennepin County Catering/Mobile Food License. (licenses issued from other cities/counties will no longer be accepted)
- Minnesota Department of Health (MDH) and/or Hennepin County Liquor License to sell and serve, if bar service is offered. (licenses issued from other cities/counties will no longer be accepted)
- Certificate of Liability Insurance (COI) with minimum limits for commercial/general liability at $1,000,000 each occurrence.$2,000,000 Aggregate
- If bar service is offered – Certificate of Liquor Liability (COI) with minimum limit of each occurrence liability at $1,000,000. $2,000,000 Aggregate
**The per occurrence limit can be met through either liability or excess liability (umbrella) coverage. Three Rivers Park District, 3000 Xenium Ln N, Plymouth, MN 55441 needs to be listed as the certificate holder and additionally insured on all applicable policies (general, liquor, auto) as well as include a copy of the additional insured endorsement from all affected policies to verify status.
Updated licenses, certificates and permits must be provided by the caterer or food truck in a timely manner. Three Rivers Park District reserves to change insurance and licensing requirements.
Use of a licensed caterer or food truck is required at events taking place at our featured facilities listed below:
Full-service catering is required at the featured venues - meaning that catering staff brings the food to the venue, stays on-site to manage and serve it, clears tables, manages trash, and leaves staff until the end of the food and beverage service time. Drop-off catering is not allowed at our featured venues.
- Elm Creek Chalet - Elm Creek Park Reserve
- Gale Woods Farm Pavilion - Gale Woods Park
- Hyland Hills Chalet - Hyland Hills Ski Area
- Silverwood Great Hall - Silverwood Park
Events at any of our other facilities (including picnic areas or shelters, group camps or indoor facilities beyond the featured facilities listed above) can serve food brought in from home, or other businesses or have food delivered/dropped off, but guests wishing to have an event catered must use a licensed caterer or food truck and follow the application process.
Desserts served at any Three Rivers location, including featured facilities, can come from any source.
Three Rivers reserves the right to modify the terms of the Approved Catering and Food Truck program and process with a 6-month notice to all approved caterers.
HOLD HARMLESS AND INDEMNIFICATION
The caterer/food truck agrees to protect, indemnify, defend, save and hold harmless Three Rivers Park District and its officers and employees from any and all claims, liabilities, damages or right of action directly or indirectly arising out of the use of Three Rivers Park District areas, facilities and/or equipment.
ALCOHOL POLICY
If the caterer/food truck possesses an applicable liquor license for selling and serving alcoholic beverages, all alcoholic beverages must be provided in accordance with the Three Rivers Park District ordinance of which beer, wine, ciders, hard lemonades and other malt-based beverages are permitted in glass bottles or aluminum cans only.
Hard liquor is not allowed on Three Rivers property. Alcoholic beverages served in kegs, barrels, boxed wine or bulk containers are prohibited, unless authorized by a special use permit. Please contact catering@ThreeRiversParks.org for permitting and pre-approval.
Alcohol sales and service may not be subcontracted with a third-party provider without an approved application for that provider. Under no circumstances may alcohol be provided by a park guest if the meal is catered by an approved caterer or purchased by the park guest for the caterer/food truck to serve.
All alcohol must be provided under the caterer/food truck provider business name only. All state, county, and city alcohol laws must be followed. Required certificates and/or licenses must always be in possession of the caterer/food truck while on-site.
Copies of certificates and/or licenses must be provided to Three Rivers when requested.
SERVICE EXPECTATIONS
Caterers/food trucks must provide excellent customer service including, but not limited to: returning calls to potential clients in a timely manner; being visible, identifiable and present to the guests; being available to assist guests; being sensitive and respectful to all park users; maintaining a safe environment; and providing quality food and beverages, as well as efficient, prompt and courteous service.
CLEAN-UP RESPONSIBILITIES
The caterer/food truck is responsible for general site clean-up at the conclusion of the event. The caterer/food truck will wipe off counter tops and tables, wipe out sinks and drain strainers, empty and wipe out refrigerators and freezers, pick up garbage and place in appropriate receptacles, and sort recyclables and compostable materials in the appropriate receptacles provided.
The caterer/food truck will not pour cooking grease or oils on the ground or discard carcasses in garbage receptacles. Coals must be disposed of properly in the concrete receptacles provided. If a receptacle is not provided, please contact park staff for alternate options. The caterer/food truck will remove anything they bring to the park.
ZERO WASTE POLICY
All rental facilities are zero waste locations. Caterers/food trucks must use washable dinnerware, cutlery, glassware, linens napkins and/or use compostable paper products, cutlery, drinkware, tables coverings and napkins.
Caterers/food trucks must use carafes, pitchers, fountains, etc., for water and other beverages in lieu of single-serving plastic or Styrofoam containers. Beverages cannot be served in plastic bottles, plastic cups, Styrofoam cups or any other non-compostable or non-recyclable products. The caterer must sort compostable products and food waste into the appropriate bins provided by Three Rivers.
Recycling of all glass, aluminum, cardboard, beverage cartons and unsoiled paper products is required.

NONDISCRIMINATION POLICY
The caterer/food truck will not discriminate against anyone on the basis of any legally protected category of individual, including, but not limited to, race, color, religion, gender, gender expression, age, national origin, disability, marital status, sexual orientation, or military status with respect to any benefit or condition of employment including, but not limited to, hiring, promotion, upgrading, demotion or transfer, recruitment, advertising, layoff or termination, rates of pay or other forms of compensation and benefits, and selection for training, including apprenticeship.
FEATURED FACILITY OVERVIEW
A licensed caterer/food truck is required at events taking place at our featured facilities: Elm Creek Chalet, Gale Woods Farm Pavilion, Hyland Hills Chalet and Silverwood Great Hall.

TERMINATION OF AGREEMENT
Three Rivers Park District may terminate the Agreement at any time.
The caterer/food truck must follow Three Rivers catering/food truck policies and expectations outlined in this agreement and any additional responsibilities outlined in our featured facilities. Failure to submit required documents to Three Rivers in a timely manner will result in termination of the agreement.
After receipt of notice of termination from Three Rivers, the caterer/food truck will render no further services within our parks. The caterer/food truck shall not assign, sublet or transfer its interest in this agreement without the written consent of Three Rivers.
The caterer/food truck may terminate the Agreement with a 30-day notice. No refunds will be provided.
